Ms. Negar Rafikian, has senior Human Resources experience within global organization-both private and public sector-with extensive experience in change management, effectiveness of organizations and its leadership, adaptive challenges and patterns, the accountabilities and strategic decision-making that would produce results and impact, and the larger systems success/failure and paradigm changes.
She started her career in Wall Street, and led the direct functional areas of HR Leadership, Operations and Change Management, during which time she managed major re-engineering, retraining and rightsizing efforts during international Bank’s merger and acquisition ensuring line of sight with the business shift and market focus. She moved on to support the United Nations leading the Five-Year strategic plan in partnership with the UN Leaders focusing on the business alignment and its talents ability to deliver on the promise made with an organization under the fire by its Member States demanding performance and transparency, and led the review and interventions necessary for improvement of the status of Women in the UN Secretariat. She joined the institutional modernization efforts at WFP with a focus on career development, performance and organizational effectiveness. Ms. Rafikian joined the World Bank HR Vice Presidency engaging with Poverty Reduction Economic Management Network, Latin and Central America and Africa Regions, and Finance Complex/Corporate Teams, followed by a unique opportunity to lead the Fragile and Conflict-Affected States efforts in HR. She also led the Bank Change Center of Expertise, Leadership and Organizational Effectiveness, with three distinct Practices: Advisory, Leadership, and Knowledge -with a focus in creating flagship Emerging and Managerial Leadership Programs and for the very first time opening the sessions to International Financial Institutions, United Nations System, the Federal Reserve Bank, and engaging with over fifty Central Banks on customized change management interventions as part of her start-up of fee-for-service for HR products. She extended partnership with OPCS in order to bring the World Bank Group’s country and sectoral leadership to the table for decision-making on critical matters. Ms. Rafikian managed numerous World Bank Global HR Business Partner Teams and in close collaboration and partnership with colleagues across the institution, led innovative interventions such as the very first FCSpace App, African Fellowship Program, HR Corner for Clients, Human Capital Framework, Managers’ Portal, World Bank Group Onboarding Portal (POINT), WBG Virtual Career Compass and Mentoring, and Organization and Culture Transformation. Ms. Rafikian served as a member of the Bank’s Emergency (Crisis) Management Team.
Ms. Rafikian also helped create the very first International Human Capital Management Executive Education program in collaboration with Wharton and AHRMIO where she serves as the Chair of the Board, Bank Advisory Member, and Board Member-at-large. She also volunteered as the Chair of the NY Blood Drive and United Way at Schroder Bank, Community Connection at WBG, and Leadership Instructor at the United State Naval Sea Cadet.
Ms. Rafikian holds Bachelor, Master of Science and Post Master’s degrees from The New School University (For Social Research) in Human Resources and Organization Development and Transformation.
